Financial Powers
  • To sanction non-recurring expenditure not otherwise provided for in this rule (other t than expenditure on installation of new telephone)

  • To sanction payment of demurrage warfare charges out of contingencies up to Rs. 5000/-

3. The procedure followed in the decision making process, including channels of supervision and accountability.
a. The procedure followed.
At Head Office level.

The directorate is involved in planning, coordinating, monitoring and evaluation of Technical Education Programmers, maintenance of standards, administration, direction, budgeting and auditing and implementation of Government policies pertaining to development in Technical institutions.
The director is also competent authority in manner of ex-India leave, promotions, transfers and cases of appeal and punishment and policy matter with regard to group C and D posts. For group C, he is also the appointing authority. At Field Level
In the field, Principal of the polytechnic is responsible for overall planning and management of the academic and administrative activities of the institutes including optimal utilization of resources. Principal is the implementation authority of plans and policies of the Government notified from time to time. Principal performs the duties of the head of the office at the institutional level. He is the competent authority for all cases of group D employees. Cases of group A, B and C also require the approval of Head of institute before sending for the final approval at the head office.

b. Channels of supervision and accountability
In the head office PUC (Office letter) is dealt by Senior Assistant/Junior Assistant, Who puts up the file to the Superintendent who in turn submits this case to Assistant director/ Deputy director. Routine cases are finalized at the level of Additional Directors whereas important cases are sent to the director for the further approval.
In the field head of the institute/ Principal acts has head of the office. Some cases are disposed at the level of Principal and the cases, which require approval of Director or Government, are sent to the Head Office by the Principal.

About Institution
The scenario in the world of technology was in a dynamic state with repaid & continuous introduction of new technologies & advancements in existing technologies in mid 30’s.At that time our country needed to have high quality manpower with technical skills. This need for technical manpower prompted Late Er. D.D. Ghay to start an Engineering Institution in June 1933 as Provincial Institute of Engineering at Hoshiarpur. After the partition in 1947, the institute was reorganized by a Private Management under the name “National Institute of Engineering’, Hoshiarpur. The private Management ran this institution till July 1962 in a private management handed over the institute to Punjab Govt. on 01- 07-1962. The Punjab Govt. shifted the institution to the present Govt. owned campus and named it as Jagat Ram Govt. Polytechnic, Hoshiarpur in order honour an imminent freedom fighter of the area Late Jagat Ram ji.
At that time the institute was running Diploma courses in three disciplines i.e. civil, Electrical and Mechanical with a total intake of 120 students in 1974-1975 a two years Diploma course in Commercial Practice and Stenography (in English) was introduced.

The institution is offering 7diploma course, which are affiliated to State Board of Technical Education, Punjab & approved by the All India Council for Tech. Education, New Delhi. The institution also offers 3 four year Part-time Diploma course to the employed Technicians, who are either matriculates or more qualified with a minimum 3 years of experience, under Continuation Education Programme. The institution is also offering a four year degree course in Pharmacy, which is affiliated to Punjab Technical University, Jalandhar. Admission Procedure

For all Regular Diploma Courses from Sr. No.1 to 6, minimum education qualification required is 10th with math 7 science pass. Sr. No. 7 the admission is made on the basis of merit in 10+2 Examination (all streams are eligible) in the month of August every year. D.Pharmcy course in Pharmacy minimum educational qualification required is 10+2 (Medical/Non-Medical), The approximate fees to be deposited for first semester at the time of admission are about Rs.18500/- (for the General student and OBC)for all the Diploma Courses and Rs.16,000. The approximate fees to be deposited for first semester at the time of admission are about Rs 1100/- for S.C student. Faculty

Department of Civil Engineering: Civil Engineering is one of the conventional branches of engineering. The Civil Engineering work is the first step in setting up of any industry. The major areas of Civil Engineering application are: laying of sewers, construction of buildings & housings, roads, bridges & dams and pollution control. This is one of the oldest departments of the institute. Our institute is offering this course since its inception. The Department of Civil Engineering have well following equipped Laboratories: Engineering Material Lab, Building & Construction Lab., Concrete Technology Lab., Survey Lab., Soil Engineering Lab. & Transportation Engineering Lab. So far the department has produced thousands of Civil Engineering Technocrats, who are working in various reputed Govt. organizations & private industries in the country. Every year a number of students are getting admission to second year to SHSLIET & through LEET in following well equipped & advanced Laboratories: Pharmaceutical Microbiology, Pharmacognosy Lab., Pharmacology Lab., Human Anatomy & Physiology Lab. And Industrial Pharmacy Lab. Each Laboratory is fitted with a water distillation still, gas and water supply. In addition to these the department also has Balance Room, Aseptic Room and Museum. The job opportunities for Pharmacy graduates include: Production and quality control areas, Administration & management, Marketing, Research & Development, Medical detailing departments of Pharmaceutical industry, In hospitals as Clinical Pharmacists and in teaching. 1. Department of Applied Sciences:
In this era of concurrent engineering, where every thing is wanted at its best, the only thing, which comes to one’s rescue, is the specialized skill of the subject. To achieve this objective one needs the fundamental and conceptual knowledge of science and technology. The Department of Applied Sciences provides this service in the institute to enable the students of equip themselves with the fundamental aspects of science. An effort is made to inculcate in them, the scientific temperament. The students are introduced to physical concepts, chemical aspects with mathematical approach. Also the communication skills of the students are developed which helps a great. 2. Department of Electrical Engineering:
Electrical Engineering is one of the conventional branches of engineering. The Electrical Engineering technocrats are required in almost every industry. The scope of Electrical Engineering ranges from: electrical wiring, motor winding, to generation, transmission & distribution of electrical power. The Electrical Engineering Department is one of the oldest departments of the institute. Our institute is offering this course since its inception. 3. Department of Mechanical Engineering:
Mechanical Engineering is one of the conventional branches of Engineering. The Mechanical Engineering is involved in one way or the other in almost every industry. The scope of Mechanical Engineering ranges from fabrication, repair & maintenance of basic machines to spaces crafts. This is one of the oldest departments of this institute. Our institute is offering this course since its inception. 4. Department of Electronics & Communication Engineering:
Electronic and Communication is the latest branch off Engineering in modern age of technology. Its range starts from microwave oven in the kitchen and reaches up to the satellite in the space. It consists of two fields, first one is Electronic, which deals with all digital and logic circuits which leads to production of computers and second one is communication Engineering with an annual intake of 30 students. During the year 1976-77, a three years diploma course min Electronic & Communication Engineering was started with an intake of 15 students, which has been increased to 30. Apart from the regular courses Part Time Diploma Course in Civil, Electrical and Mechanical Engineering with intake of 20 students in each discipline were introduced in 1978-79. In the year 1981-82 the two years Diploma course in Commercial Practice and Stenography ( in English ) was renamed as a two years Diploma course in Commercial & Secretarial Practice. In addition to the above said academic courses being run at the institute a Community Polytechnic Wing financed by Govt. of India under Ministry of Human Resources Development was started in 1986. the community Polytechnic Wing is running certificate courses in a number of disciplines for the rural students. A major development of the institute was achieved in 1988-99 with the introduction of three Diploma courses: Diploma in Commercial and Secretarial Practice (in Punjabi) with an annual intake of students. Diploma in Electronics and TV Technology with an annual intake of 15 students. Diploma in Pharmacy with an annual intake of 30 students. In 1994-95, a three Year Diploma in Plastic Technology was introduced with an intake of 30 students. This is the only institute in Punjab offering Diploma Course in Plastic Technology. This Diploma has vast potential in respect of its employability and entrepreneurship. In 1995-96, the existing two Year Diploma course in Commercial and Secretarial Practice (in English and Punjabi ) was converted into a three Year Diploma course in Modern Office Practice with an entry level qualification of 10+2. In the year 2001-02 two year Diploma course in Pharmacy was upgraded to four year degree course in Pharmacy (B Pharmacy ) Three year Diploma course in Computer Engineering was started in 2002-2003. From the session 2004-2005 the total number of seats in all the diploma course has been increased to 60. This polytechnic is a prestigious institute of Punjab running 7 Diploma courses & 1 Degree course. This Institution is located just opposite to Industrial Estate on the Hoshiarpur - Jalandhar road within the municipal limits about 2km. from General Bus Stand & about 3km. from Railway Station with an impressive & nice environmental outlook. 5. Department of plastic Technology:
Plastics & Polymers have been one of the most accepted materials in infrastructure development keeping in view their engineering capabilities to suit numerous requirements. Technology and innovation in this field has created several composite materials displaying extraordinary qualities that can replace and/or preserve conventional material like wood, cement and metals. Plastics & Polymers are used now a days in many areas of infrastructure such as telecom, housing & construction, Public Health, Agriculture, Water supply, Sanitation & Healthcare. Ours is the only institute in the Punjab Offering three year Diploma in Plastic Technology. The Department of Plastic Technology has following well equipped & advanced Laboratories: Plastic Processing Techniques Lab., Fabrication of Moulds Lab., Additive & Compounding Lab., Testing & Quality Control Lab., Basic Chemical Engineering Lab., Repair & Maintenance Lab., Plastic Technology Lab., Injection Mould Design Lab., Extrusion Die & Design Lab., and Computer Aided Design Lab., The major strengths of Plastic Technology Department are Plastic Processing Techniques and Computer Aided Design Labs,. Which are actively involved in providing all kinds of help & guidance to various small and medium scale Plastic Industries of the region. So far department has produced more than two hundred Plastic Technocrats, who are working in various Multinational organizations in the country and abroad. Every year a number of students are getting admission to second year to SHSLIET & through LEET in various leading Engineering Colleges. This is one of the few departments of the institute in which the placement of students is almost 100 percent 7 some students of the final year even have more than one job offers.

6. Department of Computer Engineering:
Computer Engineering is the latest branch off Engineering in modern age of technology. This course has started in the institute from Aug., 2003. Its range starts from repair & maintenance, development of Engineering & Commercial Software to its application in the field of information technology. The Department of Computer Engineering has following well equipped & advanced laboratories : Computer Application Lab., Multimedia Lab., Unix Lab., Digital and Microprocessor Lab., and Computer Workshop. Students are trained in development of various Engineering & commercial software and repair & maintance of computer hardware.

7. Department of Pharmacy:
The course of D. Pharmacy is designed to cater to the needs of Pharmaceutical Industry. The four main branches of Pharmacy are: Pharmaceutics, Pharmaceutical Chemistry, Pharmacognosy and Pharmacology. The course is designed to impart training to the students in the above mentioned branches so that they can efficiently handle various jobs in the Pharmaceutical Industry. The Deptt. Is well equipped with Machinery & equipment’s and well-qualified & experienced Staff. All the members of faculty are postgraduate in Pharmacy. The students are exposed to classroom teaching and practical work in various Laboratories of the Deptt. They are also introduced to the new technologies and the role of Computer in Pharmacy. The Department has one Physics lab and one Chemistry lab. In these labs the students practice the experimental part of the subject. The Department has well qualified faculty. Most of the faculty members have done extensive research work in their respective fields. This Department has also been entrusted the duty to deal with all matters regarding State Board Examination of the institution. Also all the computer related activities of the institution are being looked after by this Department.

2. WORKSHOP DEPARTMENT:
The basic practical skills are developed in all the students by imparting training to them in the relevant Workshops. The Institute has following workshops for excellent training in various trades: Instrumentation & Metrology Shop, Machine Shop, Advance Machine Shop, Training Shop, Advance Fitting shop, Basic Fitting Shop, Foundry Shop, Smithy Shop, Carpentry Shop, Sheet Metal Shop, Welding Shop, Electrical Shop, Pattern Making Shop.

3. COMPUTER CENTER:

The Computer Centre is the nerve Centre of the institute. Most of the teaching faculty visit the computer center almost every day in their spare time & make use internet facility to update their knowledge. Many teachers utilize their spare time in making power point slides for effective teaching. Most of latest software’s related to technical education are available in center. The salary Bills of the employees are computerized with active support of Computer Center faculty.



4. INDUSTRY INSTITUTE INTERACTION CELL:

The Industry Institute Interaction Cell of the institute maintains and active liaison with the industry to know their needs & employment possibilities of the degree & diploma holders. Some industries visit this institute every year to conduct campus interviews and offer appointments to some of the final year students. Selected students are assured of their appointments in the organization where they can join immediately after leaving the institution after final examination.
The achievements of I.I.I. Cell can be summarized as:-
(a) 4095 students were benefited by industrial training.
(b) 1300 students gained extra knowledge by expert lectures.
(c) 678 students benefited by campus interviews.
(d) 248 teachers updated their knowledge by short term courses.
(e) 6 teachers gained knowledge by long term courses.
(f) 2 teachers availed foreign fellowship.

I.I.I. Cell also arranges Entrepreneurship Awareness Camps/Seminars at the institute in collaboration with agencies such as S.I.S.I. Ludhiana, RCED Chandigarh, NITCON, Chandigarh, Apex Institute of Entrepreneurship and business development, Chandigarh. Sh. Bikramjit Singh & Sh. Rajiv Sharma, who have passed their diploma in Mech. Engg. From this institute has set up there units of manufacturing Lead Acid Batteries and Computer Centre repectively with the support of these agencies.

5. EXAMINATION CELL:
This cell is created with view to maintain active liaison between State Board of Technical Education & different departments of the institute. This Cell looks after all the activities related to State Board Examination.

6. STUDENT RECREATION CELL:
Various extra-curricular, co-curricular, co-curricular activities and sports are looked after by this cell. The members of SRC from student side are elected in a democratic way every year. In extra-curricular & c0-currricular activities SRC is assisted by Tagore Art Club of the Institution. The institute has been actively involved in various social activities in association with Health Department, Red Cross and other social organization. The institute organizes Blood Donation Camps, AIDS- Awareness Camps, Drug De-addiction Camps & Eye Donation Motivation Camps. NSS volunteers & the students of Pharmacy are actively involved in the Pulse-Polio Campaign. “Donate Blood Save Life” slogan of the institute is so popular in the area that almost every day blood is donated by the students and staff members for the needy patients, thus saving many precious lives. The Community Polytechnic Wing of the institute also actively participated in these activities. Institute has received appreciation award for its contribution in the voluntary blood donation, at state level function organized by the Health & Family Welfare Deptt., Punjab on the occasion of Blood Donation Day. The institute may be contacted for help in case there is any patient of Corneal Blindness in your area. The students of the institute are also working very hard to keep the Environment of the institute “clean & Green”. With this view more than 200 trees are planted in the institute with the help of Forest Department. The students of this institute are in habit of securing top positions not only in academics but also in sports with active involvement of all the staff members. The Institute secures one of the three positions year after year in Inter-Polytechnic competitions.

7. MAINTENANCE CELL:
This cell is created with a view to speedy rectification of complaints of students and faculty related to civil & electrical works in the campus. This cell is playing a vital role in the maintenance of Boys Hostel No. 1, Boys Hostel No. 2, Girls Hostel and college campus upto the mark.

8. LIBRARY:
The Library of the college aims at supporting teaching, providing necessary information to the students as well as the staff and for the enrichment of their knowledge in the various fields of science in the various fields of science and technology. The Library has over 36375 books on Applied Science, Civil Engg., Electrical Engg., Electronics, Medical Lab Technology, Pharmacy, Modern Office Practice, English, Physics, Chemistry, Mathematics and Computers. Efforts are being made for the up gradation of Library of facilities.

The yearly performance appraisal of each employee is recorded in the form of annual confidential report.

vii).a Community Polytechnics scheme (Direct Central Assistance Scheme ) Monitoring & Evaluation.

Monitoring of progress will ensure that the objectives are being realized constantly and no deviation is taking place. To ensure its proper implementation of the Scheme of Community Polytechnics it shall be monitored at four different levels i.e.

District Level

Community Polytechnic constitutes the focal points of implementation whereas their Extension Centers become the delivery points to transfer rural Technology to rural messes. It is envisaged that community polytechnic will act as resource centers. xii) Scholarship
Under this one scheme scholarship for the benefit of students

Centrally sponsored Post Matric Scholarship Scheme

Under post martic Scholarship scheme ( refund of compulsorary fees and maintinance allowance as per fees structure) benefit is given to SC/ST students who are permenent resident of Punjab State and the income of their parents/ guardians is less than 1.00 Lac. P.A During the year 2004-2005, the amount was received 88090 Rs. FromDPI Chandigarh and disbursed to the 22 students studying in various Diploma Engg.

xii) b. Procedure for applying

  • An application for scholarship should comprisc
  • A) One copy of the application scholarship in the prescribed form ( separate applkicatrion forms as have been presicribed for” fresh” and renewal scholarship by concerned State/Utts)
  • B) One copy of the passport size photograph with signatures of the stiudent thereon ( for fresh scholarship )

 

c) One attested copy of certificates, diploma, degree etc. in respect of all examinations passed

d) A Certificate ( in orighinal ) of caste duly signed by an authoreised Revenue officer not below the rank of tehsiladar

e) An income declaration by the self employed parents-guardians stating definite income from all sources bny way oif an affidavit on no-judicial stamp paper.Employed parents/guardians are required to obtain income certificate from their employer and for any additional income from other sources, they would furnish declaration by way of an affidavit on non-judicial stamp paper

f) A receipt in acknowledgement of the scholarship in the previous year on the form attached to the application duly counter-signed by the Head of the Institution concerned , if the application was in receipt of a scholarship under this scheme in the preceding year.

ii) Application complete in all respects shall be submitted to the Head of the Institution, being attended or last attended by the candidates and shall be addressed to an officer specified for this purpose by the government of State/ Union Territory to which the student belongs, in accordance with the instructions issued by them from time to time.

 

Xiii) Particulars of recipientsOf concession, permits or Authorizations granted by it.

There is provision of concessional bus pass facility provided by the Deapartment of the students of Eductional Institutes/

Schools/Colleges affillatedby any recognized board, unibarsity any other capable authority on the orders of Punjab Government.
Regarding this the details of budget and expenditure approved by the Government for the year 2004-05 and 2005-06 is given as below:-
